European comparative study on offender employment programmes

UNDP logoThe University of Greifswald and Bucharest have worked together on a comparative study on offender employment programmes. The research was done on behalf of UNDP Romania and executed by Pascal Décarpes (DE) and Ioan Durnescu (RO). The report aims to provide Romanian authorities with a set of suggestions on developing an integrated and functional system of ex-prisoner's reintegration of the labour market. It includes a comparison of evidence-based resettlement programs and good practices from different European member states. Based on important concepts such as normalization of prison life, responsabilisation of offenders, case management and sustainability, the report focuses on the interaction between employment and reentry in the society as a key element for a life without recidivism. As such, reintegration is considered as well as a goal and as a mean to reduce reoffending.
