ELECTRONIC MONITORING AND PROBATION:
OFFENDER REHABILITATION AND THE REDUCTION OF PRISON POPULATION


The management of offenders in the community is a perplexing problem around the world, whether as a direct alternative to custody or as supervision after release from prison. Some Western European countries have long established probation services but in many of those there has been a crisis of confidence in traditional ways of working, and consequent changes in organisation, practice and relationships with the prison system. In Eastern Europe and Latin America probation services are relatively new, but no less interested in cost-effective ways of working.

Partly because of their potential for reducing costs, the various forms of EM now figure prominently in all serious policy discussions about the management of offenders in the community. In this, the 7th CEP conference on EM, we aim to deepen and take forward an understanding of how these technologies can best be integrated with probation, organisationally and practically, to achieve rehabilitation, resettlement and reductions in the use of imprisonment. In particular we hope to achieve a lasting dialogue between Europe and the Latin American countries who have become involved in electronic monitoring and are considering its future uses.

More than previous years, the conference will concentrate on issues of EM within the context of probation. The discussions of the plenary sessions will therefore focus more on the use of EM by probation services and less on technology. Manufacturing companies will on the other hand be present with their product exhibits on the conference floor. Over all, the conference hopes to offer a balanced programme between discussions on the use of EM and the practical implementation of EM.

The conference will be of interest to policy makers, project managers, practitioners, academics and anyone interested in developing best practice in electronic monitoring. The programme includes plenary sessions as well as workshop sessions and also provides plenty of time for networking with other delegates.

Delegates will be expected to meet their own travel costs and the cost of any additional stay at the venue. About four weeks before the event, delegates will be send a conference pack containing:
• Final version of conference programme
• Preliminary reading
• List of delegates
• Travel directions
